With respect, I disagree with this quotation. Con-men are trusted continually and go from victim to victim. To make one trustworthy their competence and character must be increased. Competence through teaching, practice, etc. character through teaching, expectation, rewarding etc. Ultimately they must improve in either or both in order to improve trustworthiness. Whether they're trusted or not is entirely another topic.
